Mayor Barton called the meeting to order at 10:00 a.m.

Regional Councillor Garrod had no announcements.

Councillor Pickering congratulated Shelley McBeth of Blue Heron Books for celebrating 35 years of operating a successful business in the downtown.

Councillor Pickering also spoke his attendance at the Tourism event at Wooden Sticks on Thursday, November 21, 2024.

Councillor Pickering also spoke to the successful launch of local business owner and resident Dr.  Vi Tu Bahn's book entitled "12 Elephants and a Dragon: A Memoir of Survival and the Kindness of Strangers" at Wooden Sticks on Sunday, November 24, 2024.

Councillor Snooks spoke to the Grand Opening of the a new business on lower Brock Street called Bounty from the Boonies.

Councillor Beach reminded Council of "Photos with the Clauses" at Goodwood Hall on Thursday, November 28, 2024 from 4:30 p.m. to 7:30 p.m.

Councillor Beach also spoke to the success of the Tourism event at Wooden Sticks.

Councillor Beach advised that local Farmers continue to harvest crops and to be mindful of farm vehicles on the roads.

Councillor Shreeve reminded Council that the Sandford Community Association is hosting "Breakfast with Santa" on Saturday, November 30, 2024 at the Sandford Hall from 9:00 a.m. to 11:00 a.m.  Admission is by donation.

Councillor Popp reminded Council of upcoming Finance Budget Committee meetings on Tuesday, November 26, 2024 at 1:00 p.m. and Thursday, November 28, 2024 at 6:30 p.m.

Mayor Barton spoke to the recent announcement by the Toronto and Region Conservation Authority (TRCA) to begin proceedings to transfer 3,800 acres of conservation land the new Urban Provincial Park.

LORI FEDDEMA AND JASON FEDDEMA, SLABTOWN CIDER CO. re 2024 Slabtown Fest event results

Lori Feddema introduced herself and Jason Feddema as owners of Slabtown Cider and explained that they were present to provide an update on their recent five year anniversary celebration in August 2024.

With the assistance of a PowerPoint presentation, Ms. Feddema provided highlights of the event and spoke to ways they could improve in the future.

Ms. Feddema concluded by requesting Council's support for a similar event on August 22-24, 2025.

ERICA VERVOOT AND KATIE DEVINS, DELOITTE LLP  re the audit plan for 2024 financial statement

Erica Vervoot and Katie Devins, Deloitte LLP provided Council with a review of the Township of Uxbridge's Audit Service Plan for the year ending December 31, 2024.

COURNTEY MUNN, NORTH HOUSE re new fundraising event being held in Elgin Park July 12, 2025 – Requesting authorization for a municipally significant event. 

Courtney Munn introduced herself as the Events Coordinator for North House and explained that she was present to speak to a proposed fundraising event in Elgin Park on July 12, 2024.

With the assistance of a PowerPoint presentation, Ms. Munn provided Council with a history of North House which has operated as a registered charity since 2004 and assists the most vulnerable low-income individuals and families in the Townships of Brock, Scugog and Uxbridge.

Ms. Munn advised that would like to host a Food Truck Festival which would feature Food Trucks, local market vendors, local musicians, a kids zone and beer and cider garden.

Ms. Munn advised that it would be a free event and that they will be partnering with the Town Trolley.  Ms. Munn spoke to security plans and concluded by requesting exclusive use of Elgin Park, waiving of the rental fee, waiving the business licence fee for food trucks and that the event be declared Municipally Significant.

    THAT the Council of the Township of Uxbridge support, in principle, North House's request to host a Food Truck Festival in Elgin Park on July 12, 2025;

    AND THAT North House work with staff on event logistics including consideration of policies, rates and procedures;

    AND THAT North House provide answers to financial questions posed during the regular meeting of Council of November 25, 2024;

    AND THAT North House provide a post-event update to Council following the event;

    AND THAT Council declare North House's Food Truck Festival held in Elgin Park on July 12, 2025 a Municipally Significant Event;

    AND THAT Council direct that event organizers include Tourism Uxbridge in event planning.

CARLY DAVENPORT, BIRD FRIENDLY UXBRIDGE re outcome of bird friendly application

Carly Davenport introduced herself and explained that she was present to provide an update to Council on the Township's application for Bird Friendly Certification.

With the assistance of a PowerPoint presentation Ms. Davenport advised that Uxbridge joined thirty other municipalities that have been Bird Friendly City Certified across Canada.  Alongside Sarnia, Cornwall and Kitchener, Nature Canada proudly announced the Township of Uxbridge is now certified at the entry-level in a national press release that went out November 18, 2024.  Ms. Davenport advised that certification is based on efforts addressing, threat reduction, habitat protection, restoration and climate resiliency and community outreach and education.

Ms. Davenport concluded by advising that municipal support is necessary to maintain this certification including program visibility on Township of Uxbridge website, permanent bird-window collision deterrent treatment of a municipal building, a policy to reduce light pollution, support with education campaigns, a municipal tree by-law, prohibition of active vegetation management on municipal land during nesting season and public displays spreading awareness of the benefits of bird friendly actions.
