First Nations Land Acknowledgement

Mayor Barton called the meeting to order at 10:00 a.m.

Councillor Beach declared a conflict of interest with respect to correspondence item nos. 8.19 to 8.23 as her daughter lives in the area.

Debbie Leroux, Director of Legislative Services/Clerk announced that there was an Addendum consisting of two items of correspondence.

Councillor Popp spoke to the National Day of Truth and Reconciliation on September 30, 2022 and thanked those for meeting at Town Hall to put up the Every Child Matters flag marking this important day.

Councillor Popp thanked Mayor Barton for the opportunity to attend a meeting with the Minister of Long Term Care, Paul Calandra and the Honourable Peter Bethlenfavly, MPP regarding looking to the future of long term care and hospital planning in the Township of Uxbridge.

Councillor Popp also spoke to the 100th anniversary of the Uxbridge Scouts on Saturday, October 1, 2022 and thanked Scout leaders for their valuable time and expressed his appreciation for all the volunteer work the Scouts do in the community.

Councillor Beach remarked on the frost that occurred last night and advised that she is looking forward to the upcoming winter events taking place across the municipality.

Councillor Snooks spoke to the events taking place in the downtown.

Councillor Snooks also spoke to the York Durham Heritage Railway events starting up again.

Councillor Garrod also spoke to the Uxbridge Scouts 100th Anniversary and thanked Craig Marlett for his many years of Scouting leadership.

Councillor Garrod advised that he attended the Sunrise Pregnancy Centre and Support Group's 'Walk with Us' fundraising event at Herrema Park on October 1, 2022.

Mayor Barton also spoke to the meeting with Minister Calandra and the Honourble Peter Bethlenfalvy and thanked Kyle Rainbow, Director of Development Services for being a part of that meeting.

SALLY KOTSOPOULOS, UXBRIDGE LIONS CLUB re 2022 Halloween Parade on Sunday, October 30, 2022 at 2:00 p.m. in Elgin Park

Sally Kotsopoulos introduced herself as a member of the Uxbridge Lions Club and explained that she was present to speak to the second annual Halloween Parade at Elgin Park on Sunday, October 30, 2022.  Ms. Kotsopoulos advised that the event will run from 2:00 p.m. to 4:00 p.m. however they would like access to the park from 12:00 p.m. to 5:00 p.m. for set up and clean up.  Ms. Kotsopoulos advised that the purpose of the event is for community outreach and to raise awareness of the new playground build and the ongoing changes to Elgin Park.  Ms. Kotsopoulos explained that families with gather at the entrance of the park and will be lead around the park by a piper.  Following the parade there will be games for the kids and story time at the band shell at 3:00 p.m.  Ms. Kotsopoulas advised that they will be advertising the event in the local newspaper and radio station for the next three weeks and soliciting student volunteers.  Ms. Kotsopoulas concluded by speaking to parking and requested permission to open the back area for parking.

    AND THAT Council direct Township staff and consultants to work with the Lake Simcoe Region Conservation Authority to develop amendments to Zoning By-law No. 81-19 to reflect updated mapping and other information with respect to the impacts of the Brock Street West Culvert on the Downtown;

    AND THAT Council direct Township staff and consultants to review the changes to the Planning Act with respect to bonusing for height and density and develop amendments to the Official Plan and/or Zoning By-law No. 81-19 to reflect the results of the changes to the Act with respect to the Uxbridge Urban Area Downtown;
