Mayor Barton called the meeting to order at 10:00 a.m.

Councillor Snooks remarked on the number of events taking place in Uxbridge over the summer months and encouraged everyone to visit the event listing on the Township's website.

Councillor Snooks spoke to the Hospital Auxiliary's fundraiser event which involves selling potted Mums to decorate front doors.  These Mums can be purchased on the Uxbridge Cottage Hospital's website.

Councillor Garrod spoke to the success of the Springtide Music Festival which took place on July 21-23, 2022 and thanked all those involved in making this event a success.

Councillor Garrod expressed his gratitude for the cooperation received from the Region of Durham in reaching out to vulnerable residents after the Tornado in May, 2022.

Councillor Beach spoke to the two page advertising opportunity in Discover Uxbridge that was provided at no charge by Central Counties and Durham Tourism.

Councillor Popp advised that the Shop Local window clings are now going up in the downtown.  Councillor Popp advised that this a BIA initiative in partnership with Region of Durham and Downtowns of Durham.

Councillor Popp spoke to the Trail Permit Parking initiative taking place on various Uxbridge Trails.  Councillor Popp advised that workshops are taking place at Town Hall, 51 Toronto Street South to assist residents and visitors in getting registered.

Councillor Popp reminded Council of the two public planning meetings taking place today regarding the Community Improvement Plan at 11:30 a.m. and 62 Mill Street at 7:30 p.m.

Councillor Popp also spoke to the success of the Farmers Market at Herrema Fields and the Hop On Hop Off Trolley bringing visitors to the market.

LISA COOPER, ADRIAN STOCKING AND NGAAN CHAN, UXBRIDGE FARMERS MARKET re Request for use of electronic advertising boards at no charge and location suggestions for the "Outdoor Market" every Sunday in November

Lisa Cooper introduced herself and thanked Council for the new location of the Farmers Market at Herrema Fields and spoke to the positive feed back received from vendors and customers.  Ms. Cooper also spoke to the success of the Trolley. 

Adrian Stocking continued the presentation by speaking to the need to find a location for the Christmas Markety for four weekends in November from 10:00 a.m. to 3:00 p.m. where there is access to a warming area, hydro and washroom facilities.  Mr. Stocking advised that their current location at Herrema Fields is too cold and snow removal is an issue.  Mr. Stocked suggested the Arena as a possible location and closing off a section of the parking lot.

Mr. Stocking and Ms. Cooper also requested continued use of the two advertising sign boards into November 2022 at a reduced or no cost.

    THAT the Council of the Township of Uxbridge support the request from the Farmers Market to use the Arena and a portion of the Arena Parking lot to host the Christmas Farmers Market for four weekends in November, 2022 from 10:00 a.m. to 3:00 p.m.;

    AND THAT the matter be referred to staff to work with the Farmers Market regarding logistics and costing of the event including having a camp fire in the parking lot.

    THAT Report DS-39/22 of Elizabeth Howson, Macaulay Shiomi Howson be received for information;

    AND THAT the Council of the Township of Uxbridge recommend to the Region of Durham Land Division Committee that the Township has no objection to the approval of Application LD 068/2021 subject to the following conditions:

    1. THAT the owner/applicant satisfy the Township of Uxbridge financially and/or otherwise, including, but not limited to, any costs incurred by the Township during the review and approval of this consent application;

       

    2. THAT the owner/applicant ensure that the resulting parcels satisfy all requirements of the Township of Uxbridge Zoning By-law 81-19, as amended, and that the applicant shall provide the Township with written confirmation signed by an O.L.S. that the lots conform with the Township of Uxbridge Zoning By-law 81-19, as amended; and;

       

    3. THAT development of both the severed and the retained lots be subject to site plan approval from the Township of Uxbridge in accordance with Section 41 of the Planning Act with architectural control, including approval by the Township of plans showing the locations of buildings and structures in relation to buildings on abutting lots and placement of driveways, as well as drawings including plan, elevation and cross-section views and a grading/drainage/stormwater management brief, including addressing servicing requirements. The intent is to ensure that the policies of Section 2.5.5.4.4., Cemetery Road Neighbourhood Policy Area and the Residential Area policies in Section 2.5.5.3.1 of the Uxbridge Urban Area Secondary Plan with respect to established residential areas are appropriately addressed in accordance with the applicants’ submission. As part of the site plan approval process the owner/applicant shall provide grading and drainage plans to the Township for approval which address the comments of the Township engineering consultant. In addition, the owner/applicant shall provide a detailed tree preservation plan with refined mapping that clearly shows existing tree locations in relation to actual property lines and proposed works and construction limits for approval which address the comments of the Township’s landscape architect. Further, the owner/applicant shall provide detailed landscape plans utilizing native trees, shrubs and other vegetation including potentially additional street trees and other trees and other plantings in the front of the property which contribute to the sylvan character of the Neighbourhood.

Tony Chen introduced himself and advised that he was representing the owners of the property at 1389 Brock Road.  Mr. Chen also introduced owners wife, Emily Yan and their Engineer Frank Feng.  Mr. Chen advised that the owners of the property received a letter from the Township regarding fill that was brought onto the property.  Mr. Chen advised that 35 truck loads of topsoil was brought onto the property.

    AND THAT Council approve the awarding of this Project to Lattitude 67 Ltd. for the amount of $1,048,708.00 plus HST:

    AND THAT provisional item PART D – the new walkway from Joseph Street to the paved accessible pathway be added to this project for an additional cost of $74,960 plus HST, and be awarded to Lattitude 67 Ltd:

    AND THAT Council approve that this project will be funded by Federal grant of $747,750, Lions, Services clubs and donations of at least $123,000, $45,000 in Township reserves for this project, $190,000 in Development Charges and $194,250 from Parkland Funds.

Councillor Popp advised that after much negotiation and a few renovations, The Uxbridge Loaves and Fishes Food Bank now has a permanent, accessible, home at the southern point of the St. Andrews Chalmers Presbyterian Church.  Councillor Popp advised that in addition to a designated distribution room, they now share a room where clients will be invited to sit inside for shelter from the cold, rain or heat while they wait for their food.  Councillor Popp also advised that as of August 24, 2022 clients will access the Food Bank from the Toronto/Church Street doors at the tip of the church by the bench.
